Innovation Of Urban Governance Path In The View Of Holistic Governance

As an irreversible trend, urbanization has an profoundly influence onHuman Development, and accompanied with it, the status of urbangovernance also becomes more and more important too. In recent years, withthe deeply development of urbanization and because of China’s specialnational situations, the urban governance in our country has met somefragmented predicaments, such as the isomorphism of urban-countryside’sgovernance and so on, which makes the path of innovation in urbangovernance become particularly prominent. However, in domestic academiccircles, scholars tend to solve this problem from the perspective of systemresearch and give a cold shoulder on the solution of the realistic problems.Under the pressure of the realistic predicament, some urban governmentsstarted the practice of urban governance innovation which gained some goodachievements, and the Shang-cheng District of Hangzhou city is a typicalexample of them.The theoretical logic of this article is taking the “fragmentation”as a bond,combining the theoretical connotation of Holistic Governance with thefragmented predicaments of Urban governance in our country and thencombining them with case analysis.Under the guidance of the theory and thecase, we can find the choice of the path of innovation in urban governance inChina.This article is divided into five parts: The first part is introduction part,this part mainly includes three aspects, introducing the background andsignificance of Urban governance, presenting the current research status ofholistic governance, and defining two important concepts in this article. Thesecond part mainly introduces the theoretical tools in this article, such as thedistinguish between holistic governance and the mainstream of the latesttheory of administration, the connotation and enlightenment of holisticgovernance. The third part mainly analyzes the fragmented predicaments ofurban governance in our country, including the isomorphism ofurban-countryside’s governance, bureaucracy and it’s drawback, theautonomy of urban government and it’s limitation, the low efficiency ofconventional governance and the normalization of motion governance. Thefourth part takes the Shang-cheng district of Hangzhou as an analysis sample and unscrambles the innovation work of it’s community service management,and finally gets the experience and the problems of it’s innovation work. Thefifth part is based on the discussion of the fragmentation of urban governanceand the sample analysis of the Shang-cheng District.Guided by the holisticgovernance, we can obtain the choice of the path of innovation in urbangovernance in our country.
