It is not only a strategic measure to deepen the cadrepersonnel system reform but also a fundamental plan toensure qualified successors for the Party’s cause and thelong-term stability of our country to vigorously cultivateand select excellent and young cadres. As a vibrant sourceof cultivating and selecting excellent and young cadres,excellent fresh graduates from colleges and universitieshave been selected and sent to work at the grass-roots level,which guarantees a large output of talents for theimplementation of the Party’s line, guidelines and policies.Since the1960s, the work on selecting excellent studentshas been carried out for over50years, which has greatlyoptimized the knowledge structure and age composition ofgrass-roots cadre forces of the Party and the government,improved their overall quality and produced a group ofexcellent leaders for the Party and the country. However,during the process of carrying out the work on selectingexcellent students, prominent problems still exist in manyaspects such as the selected students themselves, thehigh-level colleges and universities, the organizationdepartments, the employers at the grass-roots level and thecountry’s policies. If these problems could not beeffectively solved, they could gravely weaken the selectedstudents’ working efficiency and even pose as a roadblock to overall situation of the cadre personnel reform. Therefore,it is necessary to step up the theoretical research andpractical exploration with regard to the work on selectingexcellent students. In this way, the work on selectingexcellent students can play an active role and the cadrepersonnel system reform can be deepened continuously.Based on the premise that “the work on selectingexcellent students must be effectively carried out under theframework of the Civil Servant Law of the People’sRepublic of China”, this thesis defines and analyzes thedifferences and relations between “oriented selectedstudents” and “non-oriented selected students”, selectedstudents and civil servants as well as selected students and“village officials” fresh from colleges. Through collectingand organizing documents, laws and regulations related tothe work on selecting excellent students, this thesisspecifies the legal and theoretical basis and the reality basisof the work on selecting excellent students. Based on theexploration on the historical development of the work onselecting excellent students and the first-hand datacollected by the author from the interviews with theselected students, this thesis conducts a comprehensiveanalysis on the problems existing in the development of thework on selecting excellent students. In line with the ideasof the CPC central committee in advancing the cadrepersonnel system reform and relevant requirements on thedevelopment of the work on selecting excellent students, this thesis takes the research on problems as thebreakthrough point in the cadre personnel system reform,and explores specific strategies to improve the scientificlevel of the work on selecting excellent students in the newcircumstances.The work on selecting excellent students is verydemanding on policies and practices. Scientific researchmethods and empirical researches are the key to conductinga successful research on the work on selecting excellentstudents. As for research methods, this thesis combines ahost of empirical methods such as literature method,historical research method and interview method, which isnot only based on theoretical analysis but also focuses onthe analysis on history and current situation. As far as thetarget of the research is concerned, this thesis adopts anall-round and multi-perspective research with focus on fiveaspects, namely, selected students themselves, colleges anduniversities where the selected students come from,organization departments, employers at the grass-rootslevel and national laws and regulations. This thesis centerson the relevant primary problems which hinder and impactthe development of the work on selecting excellent students,finds the underlying causes of these problems, puts forwardviable suggestions and measures and explores effectiveways to improve the scientific level of the work onselecting excellent students.
