Political participation is an inherent requirement of a modern democratic state. AsChina’s economic transition and government restructuring, the amount of politicalparticipation from our citizens has increased dramatically since the year of1978.Institutional political participation stress the role of existing laws and regulations playin political participation, which is essential to an orderly political life.This paper analyses the different forms of institutional political participation, suchas electoral participation, consultation participation, grass-roots self-governmentparticipation, community involvement, petition participation and participation in thenetwork. These forms of political participation have the institutional guaranteeprovided by appropriate laws and regulations, while there are still some problems inpractice, such as only small part of citizens and policies-making are covered ininstitutional political participation, the results are not often good, and the process arenot sustainable.This paper points out the main reasons for these problems. First, the institutionalsystem is imperfect. Second, the social environment does not provide institutionalsupport to the political participation. Third, the citizens lack of subjective awareness ofactors and subjective capacity. Fourth, the deep-rooted cultural traditions impact thepolitical participation.According to these reasons, this paper puts forward the countermeasures andsuggestions. Firstly, the Party and government should attach importance to the citizens’rights of political participation, and actively guide the citizens’ institutional politicalparticipation. Secondly, improve relevant legal system. Thirdly, stimulate social groupsto play their roles. Fourthly, promote civic education.
