Research On The Predicament And Countermeasure Of Safety Culture Construction In Petroleum Enterprises

Safety culture is a combination of material and spiritual wealth created to ensure physical and mental health in human’s life and productive activities. Corporate safety culture is a unity of security values, attitudes, moralities, and operative norms shared by all the employees within an enterprise. In oil companies, safety should be guaranteed by the act of emphasizing corporate safety culture among the employees throughout production and operation with the aim to raise the awareness of responsibility for safety and reduce the safety risks, conducing to the safety maintenance in production process and numerous economic benefits as well as responsibilities to society.The ideological and political work in an oil company is aimed to propagate the guidelines, strategies, and policies of the Communist JParty of China among the cadres and workers, and to settle the conflicts and contradictions_within the company. Therefore, it is significant for an oil company to reinforce the construction of its corporate safety culture by effectively integrating its ideological and political workJnto the development of its corporate culture. This thesis explains the goals, content, and characteristics of the construction of corporate safety culture in oil companies where employees are insufficiently conscious of safety, along with imperfect safety regulations, and inadequacies of safety culture atmosphere as well as relevant investment, with the purpose to stress the importance and urgency to implement the construction of corporate safety culture that strongly promotes corporate profitability.The innovative point of this thesis is intended to-discuss the construction of corporate safety culture in oil companies by relating ideological and political work to the development of corporate culture, and to make a comprehensive analysis of the current situation and predicament of constructing corporate safety culture in_oil companies as well as the causes behind, involving a lot of problems such as cadres’inadequate attention to corporate safety culture, employees’insufficient understanding of corporate safety culture, ineffective conduction of safety regulations and measures, and inefficient utilization of the resources for the construction of corporate safety culture. The content of corporate safety culture in oil companies covers seven points, including safety commitments, safety regulations and measures, encouragement of safety practices, participation in safety affairs, information dissemination and communication, as well as initiative learning, improvement, verification, and examination. Moreover, a series of feasible countermeasures are suggested for the ideological work with the use of theories, methodologies, and media of ideological and political work. Firstly, the current safety system should be further completed to reinforce the construction of corporate safety culture; secondly, the security mechanism of the construction of corporate safety culture should be perfected by increasing the spending on security mechanism; thirdly, a complete system of responsibility for safety should be established by improving the assessment of safety targets. All the countenneasures above integrate corporate safety culture into every productive procedure to ensure the safety of oil production. In addition, Chinese oil companies should learn the experience of constructing safety culture from oil companies in advanced countries.
