Labor relation is the most important and basic subsystem of social and economic relations in the social relations system. Labor relation problem is becoming a major issue in the process of economic and social development that can not be avoided. The coordination of labor relations matters much to the harmony and stability of China’s economy and society. This paper mainly focuses on the role the local governments play in the regulation of labor relations, and proposes the path of local governments to creating harmonious labor relations. Firstly, this paper analyzes the concept and characteristics of the labor relations and the roles of governments, and compares the role differences of the governments at various levels in the regulation of labor relations. Next, take Baoan District, Shenzhen City as an example. It analyzes the main problems existing in the field of labor relations at the present stage, i.e. the violations of labor remuneration rights of workers are still quite common, the enterprises lack humane care for the workers, the independent consultation mechanism of labor relations is not perfect, the violations of the right to social security of workers are serious, and so on. Then, it specifically analyzes the functional role of local governments in labor relations, points out that China’s national conditions determine the specific role of our governments, focuses on the analysis of the dislocation, vacancy, offside problems in the regulation of labor relations of our governments, and finds out the reasons from the essential attributes of governments and the special circumstances of China.This paper draws the enlightenment for our country on the basis of borrowing ideas from the labor relations management modes of United States, Britain, Germany and Japan. At the same time, it also studies the governance path of labor relations in Baoan District Shenzhen City, and puts forward the viewpoints that the government should timely intervene and coordinate the labor relations, suit measures to different conditions, develop the labor codetermination, balance the interests of labor and capital by law, etc.The last part analyses the target mode and basic principles of the harmonious labor relations that the local government is to construct, and puts forward that the government should follow the principles of appropriate intervention, equal consultation, priority for contract and mutual benefit for both labor and capital in the construction of the harmonious labor relations, and proposes the path of local government to constructing the harmonious labor relations in detail.
