The Democratic Party proposal has become the most direct, most extensive and most effective way to perform the functions of the CPPCC. And it becomes an important carrier to uphold and improve the CPC-led multi-party cooperation and political consultation system. Furthermore, it is an important channel supporting CCP to achieve the scientific and democratic decision-making. The democratic Party proposal is the demonstration of the outstanding achievements of the past years of the political participation. Due to its national political, economic, cultural and other aspects of the special status, the proposal work in Shanghai has a certain representation.Based on the researches conducted, the Democratic Parties in Shanghai provides the proposals to the CPC and governments in respective of the issues of the political, economic, cultural and social life and concerns of the people in general. These different voices from outside the party include not only wise ideas and thoughts, but also many suggestions which are not mature.No matter what the proposal is the provided by the organization or the individual members of the CPPCC, it is a valuable resource that reflects the public opinions. However, on one hand, many proponents, especially the individual members of the CPPCC, do not cherish their rights to practice their responsibilities seriously actually. On the other hand, some Democratic Parities proposes without through researches, but rather hastily. These problems are rooted in the existing system which is out of touch with the requirements of the times.The paper collects and analyzes the proposals provided by the Democratic Parties and individual members of the CPPCC from the year of 2003 to 2010. The author tries to provide the suggestions to improve the proposals work after analyzing and explaining the reasons of low efficiency of the proposal work. Since the political consultation and democratic supervision is a difficult practice to launch of the Democratic Parties, however, there is a feasibility to provides the proposals to the governments, the paper suggests the Democratic Parties regard the oposals as a breakthrough to become a necessity of China's democratic political life, rather than a luxury "political vase"...
