Research On The Problem Of Administrative Service Tendency Of Volunteer Service

The way to solve the problem of the tendency of administration of voluntary service is mainly in seeking the proper proportion between the administrative power and the volunteer force. Because when the power of volunteer plays a dominant role, the tendency of voluntary service will be voluntary, nonprofit, and socialized. And when the power of administration is stronger than that of the volunteer, the voluntary service will show the administrative tendency.The administrative power comes from government, and the volunteer force is the result of volunteer service organization. In the perspective of resource dependence theory, government and the volunteer service organization can not supply all the resources that necessary for survival and development by themselves. So for getting resources, government and the volunteer service organization depend to each other. If the degree of dependence of government to the volunteer service organization is deeper than that of the volunteer service organization to government, means volunteer service organization is the main part of the voluntary service development, voluntary will be the first attributes of volunteer service. Conversely, it means the voluntary service has the administrative tendency. So we use the basic principle of the resource dependence theory to analyze the dependence relationship between government and the volunteer service organization. And get a conclusion that the dependence of the volunteer service organization to government is absolutely, and the dependence of government to the volunteer service organization is optional. Further, we state the manifestation mode of the administrative tendency of voluntary service and its consequences.Using the resource dependence theory, we can find that, if the problem of the unbalance relationship between government and the volunteer service organization, we can not change the administrative tendency of the voluntary service. The paper is based on the present status of development of Shanghai volunteer service and social voluntary service organization’s growth as examples. Through the analysis of the measures that government takes when it face to the mismatch between the social demand and volunteer service capacity. We can find the different influences between the fully domination and the limited providing. So we can get that government’s limited providing enhance the independence of the voluntary service organization. It is the effective way to promote the voluntary service organization to become a strong force, and government can rely on it. We believe that only under the multi-party efforts, we can solve the problem of administrative tendency of the voluntary service. Through insist the government’s role in supporting, and coexistence mode of two kinds of voluntary service organization’s, we can have a development path of volunteer service with Chinese characteristics. In this way, we can solve the problem of the tendency of administration of the volunteer service in China fundamentally.
