The police auxiliary work force is the work force that’s not directly recruited by the police, but by an authorized3rd party. This approach was first introduced in2004by Shanghai Municipal Public Security Bureau Pudong branch. Since2005the approach was widely rolled out to all levels of offices under Shanghai Municipal Public Security Bureau and has achieved some of the objectives it was set out to.Shanghai Municipal Public Security Bureau adopted the approach of hiring auxiliary workers via a3rd party instead of directly through the Bureau when the headcounts were capped and existing Police force couldn’t keep up with the growing work associated with the rapidly increasing Shanghai population. The approach was introduced after careful examination of the Chinese system as well as the ones of some foreign countries. In the eight years that the approach has been in place, the work load has been eased to some extent and has helped to free up the Police resource which was needed elsewhere. Various legislations and clauses have been introduced in the past eight years to standardize the management of this work force. The auxiliary workers have been adding great value to the police as well as to the citizens of Shanghai.However, there are still considerable challenges and obstacles in growing and managing this unique work force. Looking at their foreign counterparts, who are mostly civil servants, the Shanghai auxiliary police work force are contractors whose names are not registered within the main Bureau system. This means they don’t enjoy the pay and benefits that their Police colleagues do, which inevitably makes them feel that they are the "2nd class citizens". Whilst this approached eased the problem of workload, it created new problems along the way. It has been acknowledged that the auxiliary work force is crucial to the police, therefore it’s important to address the question of how to deploy, manage, grow and develop the auxiliary work force. The Essay introduces the concept of Shanghai Municipal Public Security Bureau’s auxiliary workforce with detailed explanation of what the principle is; it then gets mapped against the current situation and problems are thus uncovered, then this examines and analyses the approaches some foreign countries have been using and concludes valuable learnings that the Shanghai police can adopt. Recommendations have been made in the essay to address those problems as well as to ensure the minimum headcount loss amongst the auxiliary workforce.
