A Study On The Management Of Non - Governmental Organizations By Yunnan Minority Areas

Since China’s reform and opening up, especially since the establishment of thesocialist market economic system, the functions of government have a moresignificant change; gradually change from the original oarsman to the helmsman. Asthe government administration’s continued change, government departmentsdevolved a lot of administrative powers, making all emerging stratum and socialorganizations have greater survival and development space.NGO is in such a condition rapidly developed, which plays a growing role in thefield of public services, and the role become increasingly important, but there are alsosome of own problems, so the government intervention is needed, and the activitiesof non-governmental organizations were certain norms. This paper take the NGO andgovernment departments which management activities of non-governmentalorganizations of ethnic minority areas in Yunnan for object of study, use the specificdata and information which obtained in preliminary field survey to analyze thecurrent development situation of Yunnan’s ethnic regional NGO and appeared issuesin government department managing NGO, analyzing the reasons for problems suchmanagement, and ultimately propose the optimization suggestions for Yunnannational regional government administrate non-governmental organizations, with aview to provide some useful reference to national regional government managementof non-governmental organizations.This study is divided into three parts, the first part is make a correspondingdefinition to the concept and classification of NGO, and analyze the current situationand the characteristics of NGO development in Yunnan; the second part is mainlyanalyses the current situation of Yunnan national regional government administratenon-governmental organizations and the emergence of problems and causes in themanagement; the third part is borrow the experience of abroad and fully union thereality of Yunnan national region to propose the suggestion which optimizegovernment administrate non-governmental organizations, to get inspiration byanalyses other domestic ethnic areas’ successful experience of government administrate non-governmental organizations...
