After the world war second, many countries facing the task of modernizationhave seen the phenomenon of military intervention in politics, among which the SouthKorea and Brazil are the typical examples. In the sixties of20thcentury, the twocountries established the military regime and had taken specific policies and measuresin the fields of economics, politics as well as foreign exchanges. Combined withnational conditions, both countries took the government as the main driving force torealize the quick economic development, meanwhile, ensured the ruling position ofthe military group through relative coercion, which helped compress the space forsocial participation, and created the favorable international environment for domesticdevelopment through pragmatic foreign relations. All these have ensured the highoutput of limited resources and the legitimacy of the military regime. However, thedifferences of policy-making and implementation led to different destinies in themid-to-late period of military regimes. The efficient transformation helped the SouthKorea maintain the well momentum of development, while the policy of debt growthfinally caused the end of Brazil‘s economic miracle. In addition, with deepening ofglobalization, informatization and democratization, the legitimacy of the militaryregime, which focuses on development, order and patriotism, needed to reconstruct.But the contraction between military regime existence and democratic developmentdetermines that the military regime, taking the specific needs of the special historicalperiod as its legitimacy, can’t realize the long term maintenance, even with theindelible contribution to the development of national modernization.
