world-class military by the middle of this century.” The modernization of military personnel has been highlighted as an important aspect of national defense and military modernization,and it has been elevated to the will of the party and state,which fully demonstrates that the modernization of military personnel is in the new era.The important value and special weight of the times.In-depth study of the topic of the modernization of military personnel will help strengthen the scientific and rational study of Chairman Xi’s important expositions on the modernization of military personnel.It will help to better face and solve the practical problems facing the modernization of military personnel,and will help further Strengthen the strategic confidence in achieving the goal of strengthening the military and building a world-class military.This article conducts a systematic study on advancing the modernization of military personnel from five aspects:First,it systematically explained the concept and connotation of military personnel modernization.The concept and connotation of military personnel modernization is the logical starting point of this research.This research adheres to the guidance of Marxist theory,deeply analyzes the Marxist theory of human development,military personnel modernization,military personnel theory and other related multidisciplinary theories,combined with the characteristics of the current era and the mission and tasks of our military,refined and summarized military personnel.The concept and connotation of modernization summarized the attributes and characteristics of the times of modern military personnel,and conceived the strategic goals and implementation steps for advancing the modernization of military personnel.Second,the theoretical system for promoting the modernization of military personnel has been comprehensively reviewed.This research constructs a theoretical system to promote the modernization of military personnel from three parts: guiding theory,ontology theory and related theories.Guiding theories include Marxist thoughts on the modernization of military personnel;ontology theory includes talent science and military talent science;related theories include management science,sociology,economics,and psychology.These theories constitute a theoretical system for advancing the modernization of military personnel,and provide relatively solid theoretical support for training modern military personnel.Third,initially establish an indicator system for the modernization of military personnel.This research focuses on the integration of multi-disciplinary research ideas and methods,constructing a "military personnel modernization six-dimensional structural index system" for military personnel modernization individual ability and quality,and constructing a "military personnel modernization four-dimensional structure index system" for military personnel modernization overall ability level.Because the "military personnel modernization six-dimensional structure index system" is closely related to the ability and quality of each military personnel.After the construction of the indicator system,this study insisted on proceeding from reality and adopted open-style behavioral retrospective investigation techniques to verify the scientificity and rationality of its construction.Fourth,it analyzed military personnel.This study conducted a comprehensive survey to deeply explore the contradictions in advancing the modernization of military personnel.The analysis and resolution of these contradictions and problems provide a powerful internal impetus for advancing the modernization of military personnel.Fifth,it has actively explored practical paths to promote the modernization of military personnel.In view of the current problems in the advancement of military personnel modernization,this research puts forward the "four advancements" practice path closely focusing on the development needs of national defense and military modernization.The first is to modernize the way of thinking of military personnel.Thinking is the forerunner of behavior,and modernizing the way of thinking is a prerequisite for realizing the modernization of military personnel.The second is to promote the modernization of the military personnel training system.Give full play to the functions of the "incubator" of military academies education,the "whetstone" of military training and practice,and the "booster" of military vocational education to improve the comprehensive competence of military personnel in all directions,and promote the modernization of military personnel to make breakthroughs.The third is to promote the modernization of the military human resources system.Through the improvement of military human resources policies and systems such as qualifications,selection and employment,rewards and punishments and incentives,a more active,more open,and more effective talent policy is implemented to stimulate the internal vitality of modern military personnel,and to ensure that once something happens,it can be used.Gotta win.The fourth is to promote the modernization of the military personnel management system.This study believes that we must follow the principles of specialization,refinement,and science to promote the modernization of the military personnel management system from the modernization of management concepts,the scientific management of management models,the informationization of management methods,and the professionalization of management teams,and vigorously improve the efficiency of military human resource management.Strengthen the precise allocation and management of military human resources.These analysis and research are closely linked and organically unified,with both macro and overall strategic thinking,as well as specific measures in key areas.
