Controlled Structure And Its Operation In Project System

With the rapid of development of china’s social economy, all kinds of project constructions and project developments are booming now. The academia for these project developments and project phenomena also gives researches on attention. The project system as a new system of state governance, obtained the prevalent researches and analysis in the academia so that all kinds of research results are endlessly emerging in the current.This paper makes the detailed analysis and understanding for the relevant literature researches on the project system, and then supposes that the existing researches are insufficient in the reason of project system, the process of project operation and so on. First, the existing researches only focused on the Chinese fiscal and taxation system(the tax-sharing reform) as a structural role, and often overlooked the functions of the centralized system of Chinese politics; These also failed to go to exploring the idea’s influences on the project developments and operations from the idea’s perspective at the same time; Moreover, some informal behaviors and phenomena in the project process has also been ignored by these researches. Therefore, according to the case’s experience and owned data, this paper will analyze and explain the project system from the perspective of political science and through the way of case demonstration for the real project case. This will also improve the certain deficiencies of the existing studies and enrich the related research perspectives.This paper argues that China is a society of the political power to dominate all things since the ancient times, and the centralized system is well established in China. So this article summarizes the centralized system of Chinese politics as “the power-controlling structure” from the structural perspective, so that it has been copied and used to play a great role constantly in the small social and political environment and at the “horizontal” project forms. Through prospecting the Horticultural Exposition(project), this paper throws specific light on the functions of the power-controlled structure in the experienced case, it relies on the organization and the idea’s effectiveness to play the role, this reflects the characteristics of the centralized system of Chinese politics. And then this paper also explains the some informal mechanics, operational logics and behaviors in the some segments of project process, and reveals the meanings and phenomena of “the politics of the reception”, “the politics of the exploitation” and the ways of mobilization and incentives, these are also derived from the functions of the power-controlled structure and reflects some characteristics of centralized system. When evaluating the effect and rationality of project system in the experienced case, this paper argues that the “horizontal” project forms can promote the development of regional society and economy in the short-term, but in the long run the region itself limitations and Chinese economic development environment still restrict the sustainable development’s outlook of the regional society and economy. So this development model of the project system is not necessarily reasonable, and it embodies the advantages of the centralized system, but in the future whether these system’s advantages can exist remains to be seen and inspected.In conclusion, this paper analyzes the formation and operational process of the project system from the perspective of political science, and reveals the functions of centralized system of Chinese politics. But whether this system can give impetus to China for striding towards democracy and freedom remains to be observed in the future.
