Analysis Of "political Correctness" Influencing Factors In The Process Of Changing Public Policies In My Country's Transition Period

Public policy changes in China have undergone major political reforms from a planned economic system to a socialist market economic system.The political and social background of many public policies has undergone great changes in the formulation and implementation of public policies.Some problems have arisen in the process and evaluation and correction.After public policy problems occurred,some were abolished,some were replaced with changes,some gradually faded out of public sight,and some were still enforced.This article analyzes the five problematic public policies including the housing and repatriation system,real estate regulation,plastic restriction order,motorcycle ban,and talent introduction and settlement,etc.,and compares the final changes and the decisive factors behind the differences in trends and explores the changes behind them.The decisive factor.At the same time,combined with the representative theories of public policy formulation and change process,Kingdon's multi-source model and Baumgartner and Jones' s discontinuous equilibrium model,the localized application analysis is carried out.Finally,a "political correctness" factor analysis model with political orientation,leaders' attention,and the political future of interest departments as the main content is proposed.It is pointed out that under China's unique political and social background,politics and administration are highly related,and the factor of "political correctness" is directly related to governance performance and legitimacy,and it predominantly determines the direction of public policy formulation and change.Under the political and administrative system highly-correlation feature in China,the "political correctness" factor itself is not a restrictive factor for public policy changes,but rather a driving force to promote public policy to solve actual public problems.However,in the transitional stage when the political system has undergone fundamental changes,the "political correctness" factor has produced resistance to the process of correcting deviations when public policy problems occur.The main reason is also the highly-correlation between the correctness of political decision-making after the emergence of public problems,and the public policy implementation strategy with regulatory thinking in the period of the planned economy system.In order to avoid the influence of "political correctness" factors in the process of change after public policy problems,this article also puts forward countermeasures such as reasonable grasp of the evidence-based mechanism of policy formulation,encouragement of policy trials,introduction of mandatory policy evaluation mechanism and audit mechanism,etc.,which are targeted Circumvents various situations in the “political correctness” factor.
