A Study On The Construction Of Civil Service Cleaner Annuity System In China

Establishing the probity pension system in respect of anti-corruption was presented by the reform scheme which was submitted for the Third Plenary Session of the Eleventh Central Committee of the CPC by Development Research Center of the State Council. It provides the new view and research orientation for the anti-corruption construction. With the deepening of the anti-corruption, the system construction that the civil servants dare not,don’t want to and cannot rot is particularly urgent. Party discipline and the laws of the state which go deep into anti-corruption stress the malversation out, making the civil servants afraid of corrupting. The probity pension system is an induction mechanism, making the civil servants unwilling to corrupt. The probity the pension system is quiet reasonable in the view of current situation and social mentality, even though it is controversial. We should reduce the public and the society’s suspicion about the system, and strengthen the top-level design system construction. So the urgent affairs are how to ensure that the probity pension system works and having the effect of preventing corruption. Some places in China have explored the probity pension system in the practical level. Hong Kong and Singapore are precedent. By using the probity pension system in foreign countries for reference, my paper is to build the probity pension system conforming the situation of China.This paper will exert the “economic-man hypothesis” and cost-benefit theory to analyze the logical basis of the probity pension system. And I also will demonstrate the realistic basis of the probity pension system in the three aspects: the civil service management problems, the significance and the feasibility of the probity pension system. At the same time, by the comparison of the domestic practice, the comparison of Singapore and Hong Kong probity accumulation fund system, and drawing lessons from the domestic social security fund management, I will build the framework of the probity pension system from the option of financing model, contribution rate, operation management, supervision mechanism.The starting point of the pension system is to approve the public service spirit of the civil servants fulfilling their duties, rather than just to reward the probity behavior of civil servants. Of course, anti-corruption is a long-term task, and it can’t depend on one system to solve. The probity pension system mentioned by this paper is in order to ease the corruption and prevent the spread of corruption to a certain degree, which is the purpose of this research.
