Research On The Current Situation And Countermeasures Of Community Grid Governance In J District Of Z City

Community is the basic unit of a city.To strengthen community governance and improve the level of community service is always the eternal pursuit of improving the urban management system.The proposal of community governance originates from citizens’ yearning for a better life.According to the new requirements of community governance put forward in the report of the 19 th National Congress of the CPC,it is necessary to build a new social governance pattern characterized by CO governance and sharing through innovation of community governance methods,improvement of people’s livelihood level as the starting point,and improvement of basic security standards as the main means.At the Fourth Plenary Session of the 19 th CPC Central Committee,which closed on October 31,2019,the focus was once again on the construction of national governance system and governance capacity,which put forward more realistic requirements for the grass-roots community governance system and triggered the author’s thinking.Based on literature review,on-the-spot investigation and the experience of domestic urban community governance,this paper analyzes the community grid governance carried out in J District of Z City,from three aspects of governance system,main body,team and platform,and analyzes the problems and causes exposed in this process.In the new situation of building a community of social governance,from four aspects of top-level design of grid mechanism,multi-agent co governance,construction of professional career system,and creation of intelligent platform,this paper puts forward countermeasures and suggestions for improving grid governance in accordance with the actual situation of zone J: accelerating the transformation of government function positioning,improving the security mechanisms of grid governance;constantly broadening Residents participate in management channels,cultivate community social organization system,attach great importance to the selection and training mechanism of grid personnel,establish grid assessment and incentive mechanism,build a grid + network intelligent management service platform,and explore the new mode of “Internet + mass line” Community Grid governance.With a view to solving the practical problems existing in the process of community governance,such as the strong administrative color of the government,the single main body of grid governance,and the weak team construction,etc.,through the proposed new countermeasures,new mechanisms and new models,to comprehensively improve the community governance and service level of J District,to achieve the improvement and perfection of Community Grid governance,and to enhance the sense of access,happiness and security of the people.
