Research On City Community Endowment Services In Perspective Of Network Governance

An ubiquitous social situation,"Every family has old people,and every people will become older",as is drawn our thinking: when you are older,do you want to go to the nursing home? or stay at home? With the rapid development of the economy,the aging of population brings more problems.Whether the model of the institution endowment or the home care can not satisfy the old people' need,especially the oldest people.For the institution endowment,it can gives the old people enough welfare conditions but it also has the plight of the medical treatment bunk;as to the home care,it enhances the old people' sense of security,while it limits their range of activity.Under this situation,the traditional pension model is faced with the tough complexion.However,the community can provide more favorable conditions for the aged people,as well as the better services and more real life needs.Thus,the community endowment pension model can catch the opportunity to develop services.Due to the poorly developed economies,the aging of population,as well as the trend of aging advanced population,the problem of supporting old people has become the important and huge challenge for various countries in the world.How to reinforce and improve the community endowment services can be the significant route of dealing with various aging population problem.During the process of developing community endowment pension model,there are many problems,such as the low utilization of resources,the severe imbalance between supply and demand,various parts' responsibility shifting onto each other during the process,and the poor quality of community staff.All the above situations & problems have illustrated the urgency and the necessity to strengthen the community endowment pension services.The paper mainly use the literature analytical method and interview,from the perspective of "network governance",to research some aspects,combined with the current situation of H community.First,it primarily introduces the background of the community endowment services,the purpose of the research,and significance of the research,as well as the illustration of the research situation at home and abroad,the specific research method,and the research approach,and so on.Second,the paperdefines the fundamental concept and particularly make a point of "network governance",in order to provide the reasonable theoretical basis for the research of the city community endowment services.Third,the thesis selects the H community in Shenyang as a typical case to analyze the current situation of endowment and the various problems in the process of the endowment services.Meanwhile,the paper analyzes the reasons in many aspects from the perspective of "network governance",thus providing the possibility of the reinforcement for the community endowment services.Finally,based on the specific problems,the dissertation combines the network governance model with the practical situation to make the feasible and targeted suggestions,aiming at enhancing and improving the construction of the city community endowment services model.
