Public policy is a important part of policy system, in order to solve social problems, to achieve primary goals and implementation for the pursuit of public interest. Research on public policy is a big study area both in China and western countries. This paper will take the Gui Zhou province hoodoo scenic spot planning as an example, analyzing the program as one of the urban and rural planning activities, the category of public policy, analyzes its present situation and the existing problems, Investigate the consistency of public policy.Urban and rural planning is a kind of public policy, which get a its own particularity, the impact of this policy on different regions is not all the same, but all over the country, planning problems involved is consistent, through thousands of hoodoo scenic area lack of scientific planning, the author found that most is planning and insufficiency, deviation of the guiding ideology, research in place, the low degree of public participation, blind illegal illegal stagnation, public supervision and participation is difficult to achieve, lack of organization communication and coordination between departments, such as unclear division of responsibility and power. Therefore, when we use the public policy to ensure the decision-making more scientific, adhere to the people-centered concept, set up the correct guiding ideology, do a good job in previous research efforts in expanding public participation in decision-making, cultivate professional planning, increase financial input, enhance the government’s credibility, improve the infrastructure construction, and supervision of administrative subject, strengthen coordination and cooperation between different departments, so that we can promote the implementation of public policy.
