Our country is in the new era when overall construction of a moderately prosperous society and development of Chinese characteristics socialism, all of those depend on a great extent to the work of selecting and appointing person in our party, depend on the quantity and quality of leaders who can take on responsibility of the socialist construction. Party and political leaders are very important because they carry on the task of China's socialist modernization construction. Our party and government organizations insist on the basic principle of selecting and appointing person, such as principle of party administrating cadre, ability and morality and multitude recognition, has selected a large numbers of outstanding leaders, their effort to ensure the development of our economic and culture. But we should also see the problems in this area. On the one hand, the work of selecting and appointing person lag behind the economic restructure, the establishment and execution of this system also waits for consummating, On the other hand, as a result of market economy's development, the market transaction principle and the chase benefit's atmosphere also penetrate to work of selecting and appointing person, multiplied some personnel corrupt and unhealthy tendency, reduced the trust of work of selecting and appointing person in our party and government, enormous harm party and government's image. This article review the process of development of selecting and appointing person, pointed out this problems, and analysis those reasons, proposes my own suggestion to further reform and consummation.This article is divided five parts. First part is the introduction part, it makes explanation on why selected this topic and its practical significance, then carries on the summary to the Chinese and foreign related research literature. Finally, present this article's research methods, the content and the chapter arrangement, the simple introduction. The second chapter is the theory of selecting and appointing person, first part is mainly introducing the concept related selecting and appointing person, the next part is introducing theories of it. A theory of selecting and appointing person in west countries is different from in east countries. A theory of selecting and appointing person about our country contains the Marxism theory, the political system correlation theories, the party building theory and the modern human resources management theory. A theory of selecting and appointing person about West Country includes the human nature theory, the national theory, the political party theory and the leader theory. The third chapter is introduced the development and problems of selecting and appointing person in our country.This chapter includes two contents, one is the developing process of selecting and appointing person, another is the current problems of selecting and appointing person. The developing process of selecting and appointing person is possible to divide into three stages from the time, since before founding of country explored the stage, the early years of the new nation development stage, the reform and open policy restoration standard stage. Problems of selecting and appointing person in several aspects, the phenomenon of minority candidate person, lacking of great person, personnel corrupt phenomenon, supervisor failing to duty and lacking trust on work of selecting and appointing person. The fourth chapter is about analysis on problems of selecting and appointing person. We found many reasons, such as the flaw of this system, the idea of selecting and appointing person and so on.This chapter analyze from the system, the organization and person's view, will find each hindrance factor of selecting and appointing person one by one. The fifth chapter aims at to propose the truly feasible countermeasure to selecting and appointing person. Firstly, propagandizes the science view to selecting and appointing person, change original backwardness idea, then achieves in the organizational work can safeguard the science to selecting and appointing person, thirdly strengthens the institutional innovations, atone the system mechanism flaw.
