So that the Government can be kept informed the publicopinion and issue the policy to citizens. Also, the ruling party and the government canpractice the mass line, close ties with important aspects of the masses; in addition,provide citizens an effective way to realize self-interest maintaining and solve thepractical difficulties except judicial means, and it also help citizens to participate inpublic affairs management and supervise of government administrative behavior. Thevery creation of a system with Chinese characteristics, in a very long period of time,plays a crucial role in the country’s prosperity peace and social order stability. But onthe other hand, with China’s rapid economic development and the deepening ofreform in various fields, the rights of citizens are gradually awakening consciousness,and different diverse interest groups slowly formed, while the functional petitionsystem has increasingly tend to achieve citizenship right to relief, such as "believepetition not the law ","no order petition,""interest chain of petition" and otherundesirable phenomena are common.Not only the original petition system informationcollection function continuously weakened, but also deviating from the spirit ofvigorously promoting the country’s legal system construction. In such a new era, thatwidening wealth gap, legal regulations and policies not perfect, gradually increasingsocial conflicts,in our country, how to make the petition work mechanism innovationand build a perfect petition system to run better and realize providing strong supportfor the construction of China’s legal system, has become an important issue.Firstly,I will introduce the basic concept、meaning and function of the petitionsystem one by one, and then review the history of the petition system, briefly discussthe petition system in our country’s development history. Subsequently I willintroduce some foreign institutions and practices similar to the petition, make analysisand compare them to the petition system, to dig their connection and discrimination, at last,point out that lack of the system and the development bottlenecks that petitionsystem facing now in the new era. Take the “A district” as an example of analysisemphasis,then analyze the basic conditions in this area,analyze the problem and thecause of the petition system, summarize the general characteristics of urban petitionsystem and the overall plight situation of running the petition system. Finally, bystrengthening the treatment of the petition case that involving litigation,innovating themechanisms of petition work, improving the ability of personnel, learning the goodexperience of related system,we can explore the path that petition system can runeffectively in the new era.
