Under the background of risk society and the rapid development of the current economic society, natural disaster risks and social risks become more frequent and complex, the frequency and scale of the occurrence of unexpected events are constantly expanding, presents a high degree of complexity、uncertainty and comprehensive, which has put forward higher requests to the emergency management of China. At present, China has established an emergency management system, the framework of policy system for emergency management has been completed, but there are still many blind spots in the basic research work of emergency management, including Capability Assessment for Emergency Management.With the extension of emergency management system, rural emergency management has made some achievements, but there are still many problems, capability assessment for rural emergency management can help to improve the level of emergency management:First, it is conducive to the discovery of the lack of capacity of emergency management; Second, help to improve the efficiency of emergency rescue and improve emergency management level; third, help to improve the work of the future through the comparison between the actual level and the expected level.This paper clarifies the theoretical problems of capability assessment for emergency management in three aspects:level determination, content selection and method application.Based on the questionnaire survey of 1252 rural residents and 90 village cadres in Jiangsu Province by using the method of questionnaire survey and descriptive statistics analysis, there are four dimensions in capability assessment for rural emergency management in Jiangsu Province:risk awareness, the ability of self-help and mutual aid, policy understanding, perfection of emergency management system. According to the research, the level of emergency management system is high, policy understanding reached a moderate level, but the risk awareness and the ability of self-help and mutual aid is poor. In this paper, the regional differences of emergency capacity of Suzhou, Yangzhou and Xuzhou are analyzed, and the influence of gender, age, education level and income on individual emergency capability. According to the research, women’s emergency capability is lower than men, the people who is under the age of 20 and above 60 years of age, the emergency capability is lower, highly educated people with a high degree of emergency capability, there is a certain correlation between the emergency ability and income.Based on the results, this paper puts forward some feasible suggestions to improve rural emergency capability. First, organize various forms of publicity and education activities and emergency plan exercise to improve emergency capability. Second, improve the emergency plan system and emergency support system in response to the "short board" of the rural emergency management system. Third, increase the investment in rural emergency management, establish regional emergency response mechanism and encourage social participation.
