Our country is an agricultural country, rural social development, especially thedevelopment of the rural public management for the construction of a harmonioussocialist society, and the prosperity of the country plays an important role. Ruralpublic administrator is the rural public management affairs of specific participants,rural policy earnestly, the development of the rural public management personnelbecome the socialism new rural construction and the new urbanization constructionare the important factors of success. Therefore, a thorough investigation into thecurrent rural public management talented person troop present situation, analyze thefactors which restrict the development of the rural public management talent,formulate feasible talent incentive mechanism and measures, strengthen rural publicmanagement talent team construction is the foundation of the management of ruralpublic, is the important measure to promote the development of the rural socialharmony and stability.The current rural public management has the necessity of practical talentdevelopment, on the one hand, rural public management talents in promote thedevelopment of "agriculture, rural areas and farmers" play an irreplaceable role. Thecentral government to the "three rural" investment increased year by year, investmentis the basis to promote the development of "agriculture, rural areas and farmers", butrely on the role of rural public management talents and develop corresponding fundsis the key. Current, on the other hand, the development of new countryside and newurbanization construction is in full swing, but still many disharmonious factors existin rural areas, which requires the rural public management talent, give full play to thesubjective initiative to resolve contradictions in the current countryside, guarantee theimplementation of the national strategy.Rural public management talents plays an important role in the development ofthe rural, but the current development of rural public management personnel are stillexist many problems, the countryside is relatively backward mode of production andliving, lack of treatment of low level of talent attraction; Incentive mechanism,evaluation system and relevant mechanism system, the lack of effective incentive therural public management talents give full play to the subjective initiative in ruralconstruction; Rural public management configuration of talents is not reasonable, lossfactors restricting the sustainable development of rural society.This article in view of the current rural public management talent developmentare faced with the problem, combine the new rural construction and new urbanizationconstruction practice, in-depth analysis of the current rural public management talentdevelopment are faced with the problem, by increasing financial investment, intensifypolicy support, improve and perfect the mechanism and system, thus effectivelypromote the development of the rural public management talent team, for the new rural construction and new urbanization construction to provide strong support.
