Promoting government employees to assume positions in rural or underdeveloped regions is a key measure of deepening reform in government human resource management system. The measure is aimed to not only improve qualifications of the employees, but also strengthen administrative efficiency of the employees. With developments in the human resource management, government bodies and employees are increasingly concerned about effects of the measure. over the recent years, Kunming Municipality has made attempts to perfect the measure and achieved encouraging results. However, challenges have arisen in the improvement process. The author has systematically analyzed situations and proposed possible solutions to surmount the challenges.The analytical steps are as follows:first, attempts were made to dissect the measure in such aspects as origin of the key research issues, significance of the research, overview of the research, research methods and structure of the research; secondly, interviews and case studies were applied to gauge pros and cons of the measure. Possible root causes leading to the challenges were discussed; lastly, the author has put forward suggestions and measures intended to enhance administrative efficiency of the employees assuming positions in rural and other underdeveloped regions.
