Research On The Government Functions In The Development Of The Convention And Exhibition Industry In Kunming

In recent years,with the slowdown of global economy growth,and China's economy has stepped into the new normal generation,developing the third industry especially the MICE by service sector that become one of the most significant ways to improve the mode of economy growth and adjust the structure of industries in China.Because the MICE have a strong effect on its related industries and sectors,it also could be strongly promoted the comprehensive strength and influence of the host cities.In china now more and more cities have pay attention to the MICE,it also has been developing quickly in many cities and area of China.The MICE of Kunming municipality have already got numbers of achievements,not only cultivated the well-known brand events like “China-South Asia Expo”,but also built the top rate MICE facilities like “Kunming International Convention Center”,“Dianchi Exhibition and Convention Center”.The municipal government of Kunming has pay a lot of attention to the development of MICE,it have already established the professional administration of MICE called “Kunming Exposition Affairs Bureau”,the municipal people's congress of Kunming have legislated “the promotion regulations on exhibition and convention industry of Kunming municipality”,”the special fund regulation on the development of exhibition and convention in Kunming municipality”,“the regulation on exhibition and convention of events and activities in Kunming municipality” which are followed the “Some suggestions about promoting the development and reforming of convention industry” by the State Council.The theoretical foundation of this article are related theories of governmental functions.By reorganizing the theories and references of research on the MICE industry in China and abroad,we analyze the present situation of MICE development and governmental functions in the development of MICE industry,combing the statistics data of China's MICE development and the experience and practice of developed MICE industry cities in China and abroad.For the problems of governmental functions during developing MICE industry in Kunming,we bring up the corresponding suggestions and countermeasures.This article is made by 6 parts.The 1st part states the significance and background of research in this article.The 2nd part discusses the basic theories and relational concepts of MICE industry and governmental functions.The 3rd part introduces the present situation of MICE development and governmental functions in Kunming.The 4th part analyzes the problems of governmental functions during developing MICE industry in Kunming.The 5th part introduces the practice of local governments with developed MICE industry.The 6th part suggesting the thinking of improving the governmental functions during developing MICE industry in Kunming.
