Study On The Regulation Of Electric Motocycles Illegal Operation In Dongguan City

With the continuous rise of the level of economic development,the acceleration of social development,the continuous improvement of economic and living standards,urban transport is also accelerating development.However,compared with the speed of urban development,the development of urban traffic lags behind.The most prominent problems are the unbalanced supply and demand of traffic and traffic congestion,which are also the main reasons for the frequent prohibition of "illegal operation" activities in cities.Based on the analysis of the current situation of illegal operation of electric motorcycles and the measures taken by the government,this paper summarizes the problems existing in the current means of illegal operation management,explores the reasons for the unsatisfactory results of its governance,and combines with the model and experience content of illegal operation management in other cities,on this basis,explores the measures suitable for illegal operation of electric motorcycles in Dongguan City,and promotes the improvement of illegal operation of electric motorcycles.Orderly and Legalized Development of Transportation Operation in Dongguan City.This paper argues that the regulation of illegal operation of electric motorcycles in Dongguan needs to start with the formulation of relevant laws and policies,the design of public transport lines,the management of illegal operators,the mode of linkage law enforcement and the help of reemployment,so as to improve the effect of illegal operation and completely eradicate the illegal operation of electric motorcycles.This paper is divided into six main parts.The first part focuses on the background and value of this study.It briefly introduces the research status of illegal operation at home and abroad,and the research content and research methods adopted in this paper.The second part focuses on the conceptual content and theoretical basis of illegal operation.The third part,combined with the development status and regulation practice of Dongguan electric motorcycle operation,summarizes the root cause of illegal operation.The fourth part is based on the in-depth analysis of the third part,analyzing the existing illegal operation management means,and exploring the problem of its governance effect is not ideal.The fifth part draws lessons from the model and experience of the Hong Kong Special Administrative Region on illegal operation governance,and combines these experiences with the actual situation of Dongguan City to propose applicable enlightenment.The sixth part is the countermeasure research of illegal operation of electric motors.Through the above analysis,the feasible and pertinent countermeasure plan is put forward in order to effectively improve the effect of illegal operation of electric motors in Dongguan.
