With the development of open recruitment policy in Chengdu public institutions and the expansion of open recruitment interest target groups,the implementation of the recruitment policy is not only concerned by the academic community,but also by the media,government personnel,target groups and many other public concerns.We cannot help but have such questions: What is the status of the open recruitment policy implementation in Chengdu public institutions? Has the policy objective been achieved? What are the problems in policy implementation? Based on the Human Capital Management Theory,Person-job Fit Theory,Sabatier and Mazmanian policy implementation comprehensive model,combine with the reality development of open recruitment in Chengdu public institution,explore the variable factors influencing the open recruitment policy in Chengdu public institution,on the basis of Sabatier and Mazmanian policy implementation comprehensive model,construct the theoretical model of influencing factors of open recruitment policy implementation in Chengdu public institution.And using the method of literature research,questionnaire investigation,interview,observation,comparative analysis,mathematical statistics and other research methods to investigative study on the situation of open recruitment policy implementation in Chengdu public institution in a systematic way.Through the questionnaire survey and multiple interviews with the managers and candidates of the personnel department of Chengdu public institutions,it was found that the overall satisfaction of the implementation is higher,the policy itself correctness is recognized,the level of openness of implementation is better.The open recruitment of Chengdu public institutions had achieved certain results,which basically realized the scientific and institutionalized personnel management of public institutions.The recruitment process basically satisfies the policy implementation principle of "openness,equality,competition and selection of the best".Recruitment work has basically realized "information disclosure,process disclosure,results disclosure";The team structure of public institutions is optimized;Established a systematic recruitment organization and process for public institutions,and initially achieved policy expectations.But at the same time,there are the following problems in the open recruitment policy implementation in Chengdu public institution: Policy propaganda is still insufficient;Fair and just recruitment;Part of the examination content is not scientific;Insufficient investment in policy implementation resources;Recruitment process is not perfect;Lack of supervision and management of policy implementation.Based on the implementation status and existing problems of open recruitment policy of Chengdu public institutions,the author puts forward the following optimized ways to improve the implementation effect of open recruitment policy of Chengdu public institutions: To improve the precision and strength of policy regulation;Ensure necessary resources input for policy implementation;Optimize and improve the policy implementation process;Establishing the expression and supervision mechanism of governmental public participation and optimize the public supervision mechanism;Network cooperation among agencies which implement the policy should be established,and continuously optimize the network platform of policy implementation.
