Research On Strategies Of Food Safety In Shandong Province

Based on collecting and analyzing the statistical data of Shandong province, the thesis studied the situation on production progress of grain crops and status of food safety, and the strategies were brought forward. The detail results were as follows.1 Developing situation of grain crops production in Shandong provinceFirstly, the thesis analyzed dynamic changes of total grain yield, grain yield per area, planting grain area and their interrelations, then drawed such conclusions that both total grain yield and planting area were falling, that it was stable corresponsively for the yield per area that was higher than the average level of China. Secondly, through analyzing grain yield per capita, the results showed that it passed the high peak stage and was falling, furthermore, it is notable that grain yield per capita was under the borderline of 400kg/person in 2002, but it was always higer significantly than the average level of China. Thirdly, the interior stucture of grain crops planted showed, the total yield of both wheat and maize were significantly high, but their yield per area was not significantly high; total yield of rice was low corresponsively, but its yield per area was highest among the grain crops, furturemore, planting area of rice was increasing; yield per area and planting of tuber is not high, but its yield could keep the equation of the total yield of grain crops. Finally, according to the data of food safety of the different cities in Shandong province, the analysis showed that there was the falling trend on the total yield, yield per area, planting area and grain per capita, especially, due to the diversity on yield per area of different cities, there was the amplitude prospect to develop the yield per area.2 The situation of food safety in Shandong provinceThe part discussed the factors that influenced food satety in order to make an preparation for corresponding strategies of food safety. The part included eitht major contents. At first, cultivated area had no close relation with the total yield of grain crops, that is, the total yield of grain crops had keep the increasing trend for a long time when the cultivated area was always falling. Second, population had significantlypositive relation with the year, and its incrasing speed had been slow to the speed of increasing grain production for a long time, but the grain per capita had decreased with the yield of grain crops falling in the last year. Third, the consumption distance of between urban household and rural household was enlarged with the year advancing, however, both total yield of grain crops and grain per capita arrived at the peak and fallen together with the consumption of household heightening. Fourth, water resourse of Shandong province was absent, but there were all increasing on the irrigated area, its percentage to planting area and output for construction of water conservancy facilities. Fifth, agriculture ecological environment was mainly involved with consumption of chemical fertilizer and nature disaster. The total yield of grain crops arrived at some level then fallen with consumption of chemical fertilizer adding. Areas covered and affected by nature disaster fluctuated and increased along with the year. Sixth, among agriculture structure, there was decreasing on percentage of production value of planting to gross output value. In planting framework, the planting area of grain crops was falling, on the contrary, planting area of vegetables and oil bearing crops was increasing, however, the planting area of both cotton and fiber crops was even stable. Seventh, number of ariculture laborer didn't added along with the rural laborer but decreased. There were the increasing trends on agricultural machinery at year-end, construction of agriculture capital facilities, budgetary expenditure and credit for agriculture and price indices of agricultural means of production. Eighth, in balance sheet of revenue and expenditure on grain per capita rural household, revenue on grain was generally more than expenditure. Grain production depending on household was the most in revenue on grain and grain sale was the most in expenditure on grain in the last year. 3 Corresponding strategies of food safety in Shandong provinceAccording with the situation of food safety in Shandong province, the strategies were made out, which included nine parts. First, protect the cultivated land consciously to stabilize the sown area of the cereal crops . It includes: l)Implement the protection system of basic farmland; 2)Cultivate the wasteland actively and increase the cultivated area ; 3)Strengthen the capital construction of the irrigation and water conservancy and accelerate the transformation of the middle-and-low-yielding fields; 4)Pursue the area and cropping system of combining together raising in a morecost-effective way and improve cultivated land quality. Second, depend on science and technology and make great efforts to improve the grain productivity effect. It includes: ^Introduction and seed selection improved seeds and develop high-quality special-purpose grain-production; 2)Assemble the cultivation technique of the related cereal crops and improve the level of per unit area yield of grain; 3)Make great efforts to expand rooms of multiple cropping and improve the income level of area of unit of the cereal crops ; 4)Improve the level of mechanization of agriculture and give the rural laborer more employment space; 5)Perfect the popularization system of agricultural science and technology. Third, optimize the regional overall arrangement of grain and guarantee grain's security. Fourth, strengthen it to the grain-production area and support on policy planting grain peasants. Including: l)Fully utilize the policy of the green case and strengthen the input to grain-production of the country; 2)Strengthen it to the direct subsidy dynamics planting grain peasants; 3)Deepen the rural reform of taxation expenses and lighten the financial burden that peasants plant the grain ; 4)Adjust and control the agricultural products purchasing price and guarantee peasant's income; 5)Strengthen grain safe propaganda strength and train the agricultural technical backbone; 6)Control population growth and guarantee enough people engaged in agriculture. The fifth, perfect the storage system of national grain and accelerate the market-based process of grain. It includes: l)Confirm the scale of grain reserves rationally and set up and store systems in three levels; 2)Invigorate the grain circulation and accelerate the market-based process of grain; 3)Utilize the international market to adjust the surplus and deficiency appropriatly ; 4)Perfect the supervision system of quality and guarantee quality of the grain's security. The sixth, guarantee food safety of special people. The seventh, set up and perfect the early warning system of grain.
