Grain is the foundation for human life, it is the security for human survival, it is alsothe material basis of national social stability and unity and the precondition for the rapiddevelopment of the economy. Agriculture is related to national economy and the people’slivelihood, it is always the focus of attention from all walks of life. As a big agriculturalprovince, the development of the agricultural has deep relationship to stability, economicprogress and sustainable development of Shandong province. As the foundation industry ofthe whole province, agricultural plays an important roles in the development of nationaleconomy. Agriculture industry had experienced rapid development stage, the production ofgrain increased year by year, satisfying the demand of people’s basic living. But as theconsumption of meat and eggs milk increased year by year, the demand for food is also high,but obviously, the agricultural development has met the choke point, the production of grainincreases slowly, and a large number of surplus rural labor are stranded in the countryside.How to break through the limits of the agricultural development becomes the key ofagricultural progress and modernization.This article will forecast the production of grain in2013years to2020years, and findthat food security of Shandong province is serious. Then establish a model of the grainproduction and conclude that the main factors for food production are chemical fertilizer, thesowing area, the affected area, the agricultural machinery power and the farmers’ income.Then this article analyses these factors specifically to look for the agricultural developmentroad to ensure food safety of Shandong province.
