The Breakthrough Of The Three Rural Issues In Sichuan & Regional Harmonious Development

It is one of the most complicated, most arduous subjects in national economic development at present that the three rural issues are studied, toward building well-off society in an all-round way, realizing harmonious development, structuring harmonious society have great economic meaning, political meaning and social effect. How Sichuan breaks through the three rural issues, and then realizes regional harmonious development has been further investigated in this paper.This paper has analysed the main behaviors of the three rural issues and the reasons causing complicatedness and arduousness. On this basis, has analysed the main characteristics of the three rural issues in Sichuan especially, has proposed the basic principles solving the three rural issues in Sichuan: People first, make overall plans and coordinate , system innovation, this is also the basic principle that the paper sets forth my views .This paper has studied the principal contradiction bringing the three rural issues in Sichuan and the basic reason of this contradiction, and has proposed the break-through directions to solve the three rural issues in Sichuan fundamentally on this basis. This paper thinks: The principal contradictions of the three rural issues in Sichuan lie in Sichuan peasants' problem of employment, embody a concentrated reflection of it on the rural worker issue in Sichuan. The basic reason of producing this contradiction lies in the dualization of the system in urban and rural areas is split,and this system is split between city and country embody a concentrated reflection of the division of the land system again. In view of the above, this paper proposes the break-through directions of the three rural issues in Sichuan are: Start with land system, with the system innovation method, promote the urbanization of the rural workers in Sichuan.This paper has carried on detailed research in land contradiction and rural worker issue in Sichuan, has proposed four big issues and four major goals that should be realized which should be solved in system innovation: Solve the rural worker issue, realize the rural worker's urbanization; Solve the land investment issue, realize long-term grain security and agriculture increase; Solve the market-based issue of the agricultural system, realize modern agriculture; Solve the contradiction of land in urban and rural areas, realize the harmonious development in urban and rural areas.On this basis, this paper has proposed the complete set operating policy scheme of system innovation:1. Rural worker issue. Regard the whole families going out to work of the rural workers as the major policy target. Implement their land contracted " Collective regain, government redeem, then purchase society protecting ", shift their household register to the corresponding city, use their money redeemed for buying whose basic social security in the city, realize urbanization of rural workers.2. Land issue. The government perfects the policies and regulations, sets up the unified land market in urban and rural areas. The land that the government redeemed enters the land market and flows freely after the land is adjusted, realizes disposing optimumly. Through adjusting and controlling the land use and land supply and demand, the government sets up the unified land supply, circulation system in urban and rural areas which the government supporting takes as the leading factor. Changes the land " examination and approval system " to " the government supply system". The government land supply becomes the strong means in marcoeconomic regulation and control, planning economy and social development as a whole, planning urban and rural areas as a whole and protecting the cultivated land. The distribution of government income from redeeming the land of the rural workers, must adhere the principles of returning in the peasant, agriculture, countryside, so asto ensure the principle of planning urban and rural areas as a whole is implemented.3. Farming land issue. First, sets up the balance mechanism between farming land and construction land. Implement legal protection and country support to the basic farmland especially, through distinguishing tax rate or subsidy to set up a " threshold " between market-based fanning land and construction land. Second, sets up new farming land management system. The paper has also put forward the policy recommendations of structuring the new pattern of regional harmonious development of Sichuan:1. Propose " agriculture, industry and commerce integrate " on the basis of " urging agriculture with industry ", and as the system way and main way to realize urging agriculture with industry, emphasize legal protection and economic protection to the basic farmland at the same time.2. On " bring along township with city ", lighten rural social development pressure through urbanization of rural workers, instead of "townization"; Build the new-type rural society under the new land system and the country supporting system; On the system foundation of realizing land equality in urban and rural areas and people equality, realize the integration of urban and rural areas.3. In the course of building harmonious society, structure five major economic zones; Regard big cities as the centres of accelerating urbanization; Strengthen western cooperation, regard Shanxi, Chongqing & Sichuan as the cooperative core, structure " gold corridor " from the western and to the eastern, contact Silk Road of north and south.Finally, the paper made simple planning and inferred to this process that solve the three rural issues through system innovation, realize regional harmonious development, It is estimated that Sichuan will still take 20-25 years to enter regional harmonious development on the whole.
