Urbanization is a necessary stage for economic and social development, an important symbol of modernization, and a key mean of increasing returns to the rural land and mobility of rural residents. In theory, the strategy of urbanization is both the requirement of economic and social development and the solution for the "three rural" issues. However, in reality, urbanization has not fully played its role in some way because of the incomplete of rural land rights system, but led to the seriously distorted behavior of the main stakeholders and even increase the difficulty of some problems:Urban space non-rational expansion, which greatly exceeds the rigidity of the urbanization process in the demand; the expansion of urbanization is in large part out of line with provide jobs, the effective transfer of labor and protection of the rights of landless peasants. As a result, the foundation of the coordinated development of urban and rural areas is destroyed.China's current rights system of rural land is basic on the Household contract responsibility system from 30 years ago. Ownership of rural land owned by rural collective, and use right belongs to peasantry. In this context, collective land property rights are vague, farmers rights are lack of institutional protection, the rural household contract management rights and related rights are violated by collective. Then the government is the only monopoly in the process of land conversion, which collective the agricultural land originally owned by peasant in cheap price but then turned it into industrial at high prices. In the case, the ownership of agricultural land changed from rural collectively into the state, which created the contradiction between the development of urbanization and land rights of farmers:One side is the local government, in order to achieve the highest value of land, and they often violate rights of farmers resulting in the lack of urbanization; The other is the central government and farmers, in order to protect the land rights of farmers and food security, the central prohibit or restrict use of agricultural land, which to some extent, hinder the realization of appreciation of land. Therefore, in the background of urbanization rapidly advancing, improving the land property rights system has become the key to properly deal with this contradiction.In this regard, this paper discussion the nature of urbanization in the view of the land, analysis the correlation between inherent power of urbanization and the rural land property rights system in theory, scientific summarize the internal logic of rural land property rights system changes, then try to explain the inner link between the incomplete formation of the rural land rights system and the expansion of non-rational use of land. On this basis, the paper seeks to explore how arrangement of land property rights system in order to achieve the rational expansion of urbanization, In the context of urbanization, improving the rural land rights system lead to land allocation reflects the scarcity value of the resource endowment and economic development constraints objective laws, and to avoid irrational use of land.Eventually, setting up a bridge by improving the rural land property system to promote level of urbanization and solve the "three rural issues" -----allocation of land resources in effective, protection of land rights of farmers, rural labor transfer and agricultural modernization.
