Since the reformation in China, there are great achievement in the field of banks and competition mechanism are consummating. But we can't ignore that there are many problems influencing severely the durative development of state-owned banks in their interior, including the property right is empty, bad capital is high for a long time, a great lot of high level person with ability are lost and so on. Especially, after China joined WTO, the entrance of foreign banks will get great competitive pressure to state-owned banks. With the development of information technology, the focus of competition is not the size, but the management mechanism of deeply administrative levels. In order to win in the competition, state-owned banks must create their own unique core power competition. The homogeneity and simulation of banks' products make how to provide products and service for customs to the key of winning. In this course, human resource will play significant effect. But in the long run, because of the historical, the labor system, distribution system and the management system of performance in state-owned commercial banks are very dropping behind, and can't satisfied the require of commercial banks of new time. If this situation can't improve in a short time, state-owned banks, of China will not succeed in the competition with foreign bank.The research of human resource in commercial banks has been for a long time, but they didn't solve the problem ultimately. In the important moment of banks' reform, theory of executive ability puts forward new suggestion for the reform of human resource from another angle. It combines strategy with personnel and operation and raises the management of human resource to the height of strategy.This article researches the management of human resource in the state-owned commercial banks from the angle of the power of executive ability, and wants to find the solution. The main content of this article includes as follows:Firstly, constructing the evaluation index system of the power of executive ability. Viewing the former research of the power of executive ability, they just evaluate simply to the power of executive ability and don't get the essence. Based on the crucial element of the power of executive ability—skill and desire, this article constructs the evaluation index system of the power of executive ability.Secondly, quantifying the evaluation index system of the power of executive ability by maths means. It will be more scientific and fair to he evaluation of thepower of executive ability. It is a difficult problem to evaluate the power of executive ability for a long time because there contains many subjective factors, and the evaluation result can be easily influenced by the subjective intention of appraisers. In this article Fuzzy Collection Theory can measure the power of executive ability.Thirdly, pointing up the need of improving the level of HR management by using the theory of executive ability. There are many shortages in the management of the HR management in state-owned banks such as the faultiness in the employing and training, the lack of effective system of performance management, and the ignoring of the culture, which chain the talent and attack the positivity of the stuff. In order to solve the problem above it is necessary to improve the HR management to the strategy level by using the theory of executive ability.Last, carrying on the measures of solving the problems. The ultimate purpose in this article is to put forward some useful advices on the HR management of the state-owned banks and which hopes to offer help to it. First, to find the potential talent of stuff, the state-owned banks should attach great importance to job analyzing and position setting which can offer useful guidance to the reasonable collocation of HR. Second, designing a reasonable system of performance management. The management of performance is an important way to improve the power of executive ability because it not only can improve the skill but also can increase the morale to the stuff. Last, constructing the culture of the power of executive ability as the highest bourn.The article studies the HR management using the theory of executive ability and connected the Management by the front theory with the economics. This article uses different knowledge and which has some realistic meaning and theoretical value.
