The competition turns much stronger, the requests of the guests change more quickly, the speed of researching new technology gets faster. In present enterprises, the runners begin to pay more attention to the competitive capabilities due to huge market pressure. They realize: only the enterprise's competitive capability is enhanced, can the enterprise operate healthily in the market. The promotion of technology capability is critical in promoting an enterprise's competitive capability. In this paper, we study the relationship between technology capability(TC) and performance. Such kind of study is rare in the field of operations management in China and it has great meaning of initiation. We hope our result can be useful for future studies and we can give some study directions in this field. We use structural equation modeling mainly in this paper to analyze. The sample is Chongqing industrial enterprises. Firstly, we study the foreign and domestic documents of relevant content, the appropriate measures of TC and PER are picked up. Five-point Likert Scale is used to grade these measures. After the pre-test by expert, the questionnaire for pilot study is formed. The object of the pilot study is to simplify the measure and find the basic structure of factors. By means of Exploratory Factor Analysis (EFA) and reliability analysis, the pilot questionnaire was modified and the formal questionnaire was developed. In the survey of the second phase, the samples involved randomly over 500 enterprises all over Chongqing city. After Confirmatory Factor Analysis (CFA) and Reliability Analysis secondly, we confirm that the measure system of R&D capability, Study Capability, Technology Management Capability, Apply Technology Capability and Performance have high reliability. The four-dimensions structure of TC is modeled rightly and the formal questionnaire has good reliability and validity. Finally, we employ SEM to analyze the big-sample data and tend to validate the proposition model with Amos4.0. The conclusion shows that TC has a significant effect on Performance. Additionally, the contribution of this study lies in that we put forward a set of index to measure TC in empirical study after applying Survey, EFA and SEM. As our study is an explore work, there must be some shortcoming in this paper. But the index of measuring TC must be an initiation to the deep research in this field.
