Railway Construction Project Quality Supervision And Management Research

With the establishment and improvement of railway construction market in China, project quality supervision and management has more and more important economic significance and profound social significance. This paper, close connection with the reality, starting with the description of project quality supervision and management in China, has done a systematic and in-depth exploratory research in railway construction project quality supervision and management.First, it introducted the development process, basic framework and supporting systems of China's project quality supervision and management. On this basis, it analysized the characteristics of quality supervision of railway construction project, summarized its working procedures and contents, and analysized comprehensively the main problems in current stage.Secondly, using game theory, this paper studied the participating subjects'behavior in quality supervision and management of railway construction project. But it focused on analyzing the relationship between owners and the government's game, and the relationship between and owners, the contractors and supervision units'. And specially, using evolutionary game theory, it analyzed the relationship between construction unit and supervision unit, expecting to solve the problem that the railway project quality problems had a lot with the absence of supervision unit in construction phase. And it concluded that only through a rational institutional arrangements, the establishment of a certain incentive and restraint mechanisms, reducing the conflict of interests of both sides effectively, a "win-win situation" would be achieved.Again, from the government's quality control, the relationship between the main involved units, the quality of supervisory staff and the characteristics of quality supervision, it analyzed a variety of factors that affect the railway construction project quality supervision. And then, aiming to problems, combinated management theory, construction management theory and practice of many years work, it proposed general idea to improve the supervision and management of project, and also some recommendations, such as establishing a sound and effective project quality supervision system, improving the railway construction unit quality supervision and control, changing supervision and management concepts.Finally, this paper, in the background of second-tier project of Wukang railway, summarized and analyzed the situation of quality supervision and management in this project, and also raised some suggestions for quality supervision and management of railway project.
