The innovation and development of enterprise is always a timeless subject. There have been many studies on enterprise innovation inside and outside China, and some theories have been applied in system innovation practice in state-owned enterprises in China, which have contributed much to the innovation of state-owned enterprise. But it is still blankness by now with respect to the systematic study on the system innovation especially for communication survey and design institutes in China.System innovation is a great act of Guizhou Communication Survey & Design Institute (GCSDI), and this is a formidable and complicated systematic engineering. Many serious problems, which need to be solved urgently, have come to us, but now we are short of corresponding solutions. Thereby, in this article, with study methods of theory-practice integration and case analysis, with the researched object of GCSDI, the author has researched the main problems during system innovation in GCSDI, such as timeworn thinking and conception, incomprehension related laws and regulations, stated-owned assets disposal, stock right distribution, overstaffed organization, backward management system etc as per related national instructive policies and tenets in some documents. Based upon this, the author has designed a general system innovation program for GCSDI and suggested some corresponding solutions that are expected to be helpful to the smooth implementation and completion of the systeminnovation in this institute as scheduled. Besides, the author also hopes this research can be useful to the system innovation in other communication survey and design institutes because of its guiding significance and reference importance.
