While the national railway construction speeds up, the human resource isexperiencing shortage in almost every department of railway constructions. One majorfocus of all companies is to accelerate the development of new employees so that theseemployees are able to participate in railway constructions as quickly as possible.This paper starts from the examination of the training development theory, therecently proposed project-based-learning, and the agile development method, which iswidely used in software programming and has been rated as highly efficient. Using themethod of surveying, visiting, and case analyzing, the author describes and examines thecharacteristics of the design works taken by the communication and signaling department(CSD) of the China Railway SIYUAN Survey and Design Group Co., Ltd (FSDI forshort), the professional situation, the CSD-FSDI organizational structure, and the trainingprocess. It also provides an evaluation of the merits and weaknesses of the current trainingsystem. The results indicate that the development of new employees does not possess astrong correlation with the employee training. Studies have also been directed toinvestigate the problems of the training system in terms of training objects, overall scheme,requirement analysis, and feedback process. On the basis of the above mentioned studiesand investigations, general quick-training objects of CSD-FSDI are suggested. Startingwith these objects and systematic training mode, using the project-based-learning andagile training method, the article decomposes the whole object into several milestoneobjects and gives out the reasonable phase objects. It then analyses the requirements of thetraining from the views of the organization, work duties, as well as the workers based onthe constant iteration thoughts, which then leads to the determinations of the content andthe method of the training for each phase. With the purpose of laying the foundation of theiteration cycle, this article provides a reasonable effect evaluation mechanism withconsiderations of factors such as assessment latitude, assessment object, method, andfeedback application. Studies and possible optimizations of the existing training method,including the centralized learning and decentralized learning mechanism, project-focusmethod etc. are also discussed in the present article based on the constantly iteration thoughts. Finally, explanations are provided on aspects involving how to make the trainingsystem work smoothly in strengthening agile training concept, implementation of systemicwarrant, and reasonable arrangement of human resources. In conclusion, the optimizedagile training method can be utilized for the purpose of introducing new thoughts andincreasing the training efficiency, and can be adopted in combination with the othercompany’s actual conditions.
