Research Of Technique Strategies For National Foodstuff Safety

In this paper, the technique strategies for national foodstuff safety were studied in detail from the points of theory and practice. The main aims were to put forward a feasible technique project and corresponding policies for food production in current and in the future according to national and international related theories and experiences, and at the same time considering the facts of our country, especially the lessons and experiences acquired from the safety problems of foodstuff in our country in recent years. For the above targets, the following main contents will be studied: First, theory rules study: The basic meanings and characteristics of the foodstuff safety were studied through analyzing its concept. By further studying the current status and development trends of national and international foodstuff safety, we found that the key factors conditioning the foodstuff safety was due to the large population and the serious lack of agriculture resources. A concept of "Depending on agriculture science techniques, making full use of the existing agriculture resources, and guaranteeing foodstuff safety of our country"was put forward accordingly and the theoretical correlation was built up between the foodstuff safety and the production techniques. This research on theoretical problems of national foodstuff safety will help us to accurately understand the roles of techniques choice in foodstuff production, which composed an important part of this thesis. Second, international experience study. Foodstuff safety is an international problem. Since U.N. Food and Agricultural organization (FAO) brought forward the problem based on the contradiction between fast growth of the world population and the lack of foodstuff production during 1970s in 1974, experts and scholars all over the world had paid many attentions on foodstuff safety, and realized that the important way of solving problems of foodstuff safety was the progress of foodstuff production techniques. Successful and failure experiences from other countries were our important lessons. Therefore, it is necessary to study and assimilate all the experiences of foodstuff production techniques from all over the world. This thesis analyzed systemically present conditions and the trends of foodstuff production techniques in all over the world in order to provide references for our choice of foodstuff production techniques. Third, research on the choice of foodstuff production techniques in our country. Through analyzing the challenges that our country faced in foodstuff safety and the basal conditions that we owned in solving the problems, we thought that the development of the technique systems for Chinese future increase of foodstuff production should be based on the existing technique achievements to get some breakthrough in main regions and main crops, should be based on the existing techniques to increase the foodstuff production and to develop high-new agriculture technique systems. In this thesis, we used the method of demonstration to analyze the present production conditions of the main crops as well as the problems and potential of yield increase in our country. Series of technique systems of increasing production were put forward as our national foodstuff safety strategies such as using the existing techniques extensively, getting great breakthrough in increase production of paddy, wheat and corn, putting main efforts on studying increase production of foodstuff in regions of the three greatest plains, integrating the existing techniques of increase production to solve the key problems and form a mode of high-production and high-quality techniques, using high-new agriculture techniques to reconstruct the traditional agriculture, extending the boundary of agricultural production techniques, utilizing the agricultural resources extensively and increasing production of food. As to the three main crops, when choosing production techniques we should put the existing techniques at the first, strengthening integration and translation of the existing high-production techniques, and then try to get great research progress in some key techniques. To search and spread a kind of technique integration and demonstration modes with high production, saving cost and sustainable development, including techniques of planting, diseases and insect prevention, according to the superiorities of different regions. The points of agriculture high-new techniques should be focused on research of molecular crops breeding and industrialization, high efficient use of farmland and water resources, as well as research and application of digital agriculture techniques. Fourth, study of countermeasure. In this paper, according to our research on the theoretical and realistic problems of our national foodstuff safety we propose a main policy to ensure smoothly fulfilling the technique strategies of safety foodstuff production including: carrying out positive effective agriculture supporting policies, further increasing agriculture technological devotion, further increasing supporting intensity of funds for industrialization of agriculture scientific research achievements, strongly substantiating agriculture science and technology power, building up a new spreading system of agriculture techniques, encouraging farmers to adopt advanced techniques, strengthening construction of abilities and fundamental conditions of foodstuff sciences and technologies and providing decision-making references to adjusting and making related policies for the country.
