Food security is mainly related to quantity, quality and supply three aspects, thus to ensure the quality and quantity of food, the production is the key.In view of the productive factors of food security, this paper has carried on the systematic analysis and research, put forward the four strategies from the angle of production to ensure food quality and safety.The introduction and the first chapter demonstrates the necessity and significance of this thesis, and reveal important enlightenment about the food quality and safety from the agricultural crisis theory of Marx and Engels. Also, The paper briefly analyzes the present situation of China’s food security, the current domestic and foreign research situation, and puts forward the two main topics of this research: food quality safety, production factors analysis.The second chapter focuses on the impact that productive factors affect the food quality and safety.The factors that endanger food security are divided into three categories:physical, chemical, and biological hazards. Then analyzes the characteristics and the impacts that how three types of hazard affect to five categories of food production processes. Chemical hazards are mainly produced in the cultivation and storage areas,which is the most serious effect on food quality, such as pesticide and heavy metal residue,what people’s most worried about.; Physical harm is mainly produced in planting after processing, storage and transportation, mainly affect the food quality, can also lead to the damage occurred;Biological hazards can occur in each aspects, the main forms are as follows, biological bite, the erosion of bacteria, genetically modified(gm) and so on, What make us worried is the unknown impact of biological hazards risk,such as mycotoxins,genetically modified(gm) health and ecological impact to human and animalsThe third chapter puts forward the four strategies to ensure food quality and safety.Strategy a: ecological production.Planting is the source of food security. Adopt ing an ecological mode of production can safe the source. Also, be careful gm varieties,scientific fertilization and to minimize the chemical agricultural materials such as fertilizers, pesticides, growth control agent, banning to product and use chemical agricultural materials which residual severely harmful. Keep dry, safe storage and prevent mildew.Strategy b: classification processing.Set up food grading standards, implement the accurate classification, supply market in order.Strategy c: product traceability.Set up active food production and sales system, implement all grade food products can trace producers,processors, circulation.Strategy d: quality supervision.Government regulate the food quality and safety. When the food quantity does not meet the level of quality standards, the responsibility of food safety accidents to implement strict liability, severe punishment.
