The important position of small and medium business enterprise in our country' s national economy is already a proof for its fulfillment .Present condition of the research to the internationalization management of small and medium business enterprise the management have the character as " two many and two little". As academic researching, the distinction of small and medium business enterprise, internationalization management and multinational management have the important and realistic meaning.The internationalization management of small and medium business enterprise is a process that be passed into the development toward high class by the low class. The western theories of enterprise internationalization management, according to researching object, can be divided into the international trade theories, international direct investment theories and transnational corporation theories. These theories can provide a guiding to the internationalization management of small and medium business enterprise. Currently, the internationalization management of small and medium business enterprise is in a low stage, which is, regarding export trade as principle. Still, foreign direct investment just starts.The internationalization management of small and medium business enterprise can't copy the behavior of the big business enterprise persistently, building up the so-called core competitive advantage. It should have its own characteristics, building up the non- core competitive advantage (NCCA), which is not the simple negation to the core competitive advantage. It is the best means can be adopted in present stage looking for the internationalization management of small and medium business enterprise.In brief, non-core competitive advantage is a kind of fast respond ability to the market. The information channel, the product innovation and the technique innovation, the management system and the market behaviors are the means to building NCCA. Its basic purpose is to absorb the advantage of core competitive advantage, overcome the huge waste in manpower and fund of core competitive advantage. The establishment of NCCA contributes to more vivid and active in the competition of the domestic and international market of the small and medium business enterprise in our country.
