For a long time, Changchun Communication Corporation was following the pattern of planned economy. The human resource manage didn't work well, here the employee were employed and never dismissed, and were promoted and never demoted, earn more and more and never less. The equalitarian idea was bred-in-the-bone, working well was the same as badly which limited the company development seriously.With the transformation from planned economy to market economy and reform of telecom trade, the present human resource system, allocation system, staff system and salary system can't hardly meet the need of market competition, and restrict Changchun Communication Corporation to realize the strategic target of reforming mechanism and coming into the market. It is necessary to reform the Three system and human resource manage for Changchun Communication Corporation to keep away crisis, realize the strategic target and gain the advantage of competition. Combining the Changchun Communication Corporation to realize the strategic target of reforming mechanism and coming into the market, business and manager goal, the chapter finds the distance of realizing the strategic target through analyzing the business status and the environment of company. The chapter uses the SWOT and finds the advantages, disadvantages , opportunity and challenge, and gets the strategic target in human resource manage to fulfil the whole strategic target.To realize the human resource manage strategic target, refer to the modern manage, and use the favourable policy of reform, the chapter brings forward a series feasible human resource manage measurements which involve in transformation of idea, reform human resource manage system, reform the organization, optimize the configure of human resource, forming the merit system, reform the salary system, competing for position, rearrange the dismissed staff, use the favourable policy of reform. These methods will make sure to realize the strategic target in human resource manage, elevate the enthusiasm of employee, increase the productivity, enhance the kernel competition and gain the whole strategic target at last for Changchun Communication Corporation.
