Research On The Tactics Of Building Learning Areas In The Perspective Of Strategic Industry

Fast and healthy economic development is pursuit by every country. Despite a high developing rate of economy these years, there are still distinct differences between our country and the developed ones. The only way for us to hold a place in the global economy is to develop our advantageous industries, improving their values and competitive abilities. After an analysis of the industry cycle, the article draw the conclusion that developing advantageous industries are based on the correct selection and cultivation of strategic industries. Accordingly, the blueprint of a fast economic development shall be drawn in the perspective of strategic industries. Today, in the globalization of economy, profound changes have happened in the international division system, the traditional pattern of division based on sovereignties substituted by pattern based on economic areas. Especially in our country with a large population and country acreage, most duties of economic construction are taken up by areas, including the selection of strategic industry. In this case, how to choose and cultivate strategic industry is paid more attention by both governments and economists. Being enlightened by the effective idea of management of learning organization, this article offers the concept of learning area, discussing the effectiveness of cultivating and developing strategic industry in learning area, and building a dynamic model to intimate the effect by qualitative analysis. Eventually, this article offers the construction plan to build learning area in perspective of strategic industry, taking the example of Shandong peninsula. This article includes six chapters.Chapter one introduces the research purpose and methodology, and the main content of this article.Chapter two analysis the impulse of strategic industry to improve the regional economic development, and concludes the problem and experience of strategic industry development in our country, and points out the key of strategic industry lies building learning area.Chapter three introduces the relevant theories on learning organization and departs the previous learning organization theory into three schools, and explains their respective main ideas, advantages and disadvantages, which is ready for offering the learning area theories.Chapter four brings forward the concept of learning area on the base of the concept of learning organization, and indicates the relations between learning area and strategic industry, concluding the ways to build learning area in the perspective of strategic industry.Chapter five builds the model of learning area in the measure of dynasty to prove the effectiveness to cultivate strategic industry in learning area. The pity is that the research is in the methodology of qualitative analysis for the limit of time and writer's ability.Chapter six discusses the achievements and problems in learning area construction of Shandong Peninsular, drawing the blueprint to build learning area in the perspective of strategic industries.
