This article is focusing on policy, management of science & technology, and efficiency of scientific research organization, which are very important to improving innovation and raising technological level, and also giving a deeply analysis to the present situation in our country, then found some essential problems. We analyzed the scientific research organization and its property right in the sight of economics of property right, proposed to develop stock structure of scientific research and development organization in order to solve the problem of efficiency and suggest an administrant model in the sight of management. We've seen these analyses in the environment of economic shunt of our nation, been focusing on the national conditions and the analysis of micro basics of macro policies, which means focusing on the relationship of policies and system of scientific research organization. We thought our policies should thin the tinct of administration and utilize the market mechanism adequately.
