Nowadays scientific assignment of City Public Transportation is a new and booming trend in developed cities of China. The main results of the article roots from the Comprehensive Transportation Planning Project in one city in which the author had researched.With the development of opening and innovation, market economic systems had been set up in China. Accordingly domestic transportation is updating to developed states out of developing states, especially in the 21st century. Domestic human and freight traffic flows has been greater year by year, especially in transport hub cities, so it leads to rapid rising of human and freight quantities in road nets. While the human and freight transportation mechanism in market economic systems has not been finished, companied with absence of planning managements as a whole, old equipments in storage, collecting, dispatching, transferring, and transportation. As a result transportation resources have been wasted seriously. So it is urgently necessary to set up comprehensive transport hubs, which multi-functionally includes managements and services. Based on this, transport hub functions in different levels and areas should be adjusted to highly efficient and rapid net. Then human and freight traffic flows constructed, transportation systems optimized, traffic empty rate decreased, and cost of communication decreased, all lead to higher social and economic efficiencies.Firstly, according to the domestic freight transport planning and theory fruit, it proposes a program to integrate the scale forecasting with the road network planning. Meanwhile it conducts the introduction to EMME/2 system.Secondly, it has carried out the selection of the freight transport hub location, flow distributes . Now seeing that the current transportation planning in domestic frequently concerns to the planning of the passenger transporthub , seldom to freight transport hub planning .So the model of the hub site selection established in the article refers to the different site selection models of the logistics transfer station, from circuitry capacity limit, the shortening in circuitry, the minimization of transportation cost and building cost. And in the multi-level the article analyses the indispensable element of site selection of transfer station, also establishes the correlation optimization model. Moreover, it gives out the solution of the model together with the example.Finally , based on district synchronously developing plan, it makes a program that in this planning the synchronism is implement by means of city planning .without regulation delay. It also makes a breakthrough in the old pattern that possess freight transport hub planning after the city planning. So it is more foreseeable and adaptable to district today. Then a new comprehensive evaluation system was developed which includes freight transport planning evaluation and urban planning evaluation. At last, structural analysis and comparisons testified the valuable effect of the new system applied in this freight transfer station planning project of Yinzhou district.
