Nowadays, the academic community, the industry community and our government have given great concern on technology innovation. And human capital is the core element of technology innovation. So this paper starts to research on this topic. First and foremost, the paper formulates the research necessity of this topic, the importance of human capital and technology innovation. Then it analyzes the great importance and function of human capital in enterprise technology innovation. In theend, it discusses how to make use of the function------through motivation to exert thefunction. The core problem of this paper is to research the function of human capital in enterprise technology innovation. The topic can be divided into two parts: there is great importance of human capital in enterprise technology innovation, and how to make use of the function------through motivation to exert the function.This paper discusses the theoretical basic firstly------introducing the humancapital theory and technology innovation theory briefly. Then it analyzes the function of human capital in enterprise technology innovation. We research the function from two sides: economic and qualitative. On the one hand, the carrier of human capital is human body, and it can't exist without the human body. This paper reflects the function of human capital in enterprise technology innovation through analyzing the status and function of innovator qualitatively. On the other hand, we analyze the function using C—D functions economically, and concludes that there is great function of human capital in the technology potential increase.Then we research how to exert the function of human capital in enterprise technology innovation. The paper introduces the incentive models of enterprise technology innovation. Through the introduction we can conclude that we should motivate innovation from two sides: on the one hand we should make the innovator share the additional proceeds from innovation, on the other hand we should make the innovator's proceeds match the innovation venture. Through the theoretical analysis,this paper formulates incentive frame and some incentive measures to motivate human capital to innovate. And in the end, we give some appropriate human resource management policies to urge the employee to innovate.The major characteristics of this paper are as follows:?Researching technology innovation from economic view;?Researching the incentive system of human capital in technology innovationusing commission- surrogate theory;(DResearching technology innovation from micro-view of enterprise;?Researching the function of human capital in enterprise technology innovationin the round.Through research, we conclude that: there is great function of human capital in enterprise technology innovation, so we should exert the function; we design incentive system from proceeds-sharing and venture-sharing sides; and formulate corresponding management tactics from management view.
