The deepening of China's reform and opening-up, the reconstruction of rural economic system, the adjustment of industrial structures, and the quickening of transferring speed of the rural surplus labor force, more and more farmers enters cities for working, thus forming a great colony of farmer workers. The emergence of farmer workers do not only increase farmers' income, hasten the development of rural areas, but also do great contribution to the development of urban economy. However, due to the dual census register systems between cities and villages, the farmer workers are marginalized in an embarrassed situation in cities: they are "immigrated population" or "temporary population", still with their farmer identity in cities, while in village they are not farmers of real sense for they are absent from villages throughout the year and most of them do not embark on agriculture. Along with the advancement of the reform of the town social security system, the urban residents' old age insurance reform goes deeper, and the rights and interests, and the social security of the farmer workers gradually arouse people's attention. Yet, people, mostly, pay attention to their health insurance and disability insurance. As a result of the complexity and difficulty of the old age insurance of the farmer workers, the academic circle seldom talk over this issue.The Central Government and local governments both have set some regulations for the old age insurance of the fanner workers, however, owing to complexity of the farmer workers themselves, these regulations fail to get ideal implementing effects, and the farmer workers do not really receive old age insurance. Though the difficulties are objectively existing, there is necessity of the actualization of the farmer workers' old age insurance. What's more, the latter it is resolved, the higher cost it will be paid for. This dissertation analyzes the old age insurance of the fanner workers, and puts forward several countermeasures and suggestions.This dissertation's body part altogether consists of six parts. Part One is a brief review of the forming history of the fanner workers, and also analyzes the growing colony of farmer workers 's active effects on the development of social economy. Part Two introduces and evaluates the present regulations set by both central and local governments for the old age insurance of the fanner workers, with a conclusion that, though these regulations are somewhat positive, actually many regulations go against the old age insurance of the farmer workers. Part Three briefly depicts the implementing effects of local governments' regulations, and analyzes the reasons why these regulations fail to get ideal implementing effects, concluding that the implementation of the fanner workers' old age insurance has its difficulty for sure. Though the implementation has difficulties, it also has necessity and feasibility. Part Four analyzes the above-mentioned issues, and Part Five puts forward some countermeasures and suggestions. Part Six is conclusion.
