A Research On The Risk Of Industrial Clusters In The Developing Countries Based On The Global Value Chain

With the accelerating process of Economy globalization, the global value chain(GVC) of industry becomes fragmental and shapes the local production system and industrial clusters. Especially for the industrial clusters in developing country, the global relation is more important than the local relation, participating in GVC is important way to improve their ability and upgrade. It is the two side of the sword to participate GVC, and when participating in GVC promotes the development of industrial clusters in the developing country, it also can bring the risk of development of industrial clusters. Therefore, we can't overlook the clusters' global relation have important effect on the risk of the industrial clusters.Existing research of industrial clusters'risk mainly embarked from interior relation of enterprise and social network relation, hardly refered to effect of the clustes' exterior relation,or simply boiled down to the clusters' envionment factors. Herein, Paper studies the mechanism of how the industrial cluster's value chain extends and embeds in the GVC, and paper studies the relationship of the cluster's risk and the clusters' global relation in the frame of GVC analysis. Recuring to Gereffi (1999) summarizing four dimensionality of GVC analysis, Author formed the analytical frame of industrial cluster's risk from four dimensionality: space differentiation, product increment chain, the governance of value chain and governing model, political factors. Paper systemic analyzed the factors that GVC may brings the risk to the industrial clusters of developing country. The intent of the paper wasn't to deny the important effect of GVC to promote the development of the industrial clusters of developing country, but to explore the connotative risk and to provide reference for the continuable development of industrial clusters in developing country. For validating textual research conclusion, Paper exercised case study method, select ShaoXing as the research objects.Finally, Based the research of on the industrial clusters risk of GVC,for the practice meaning, paper discussed the orientation of keep away industrial clusters'riskunder the background of GVC. This provide reference for the control of industrial clusters'risk.
