On the basis of the poverty economics and microfinance theory and by using the domestic and foreign microfinance pattern for references, the article attempts to design a set of new microfinance pattern for resettles to support the finance shortage in reservoir post-relocation support period. This new pattern can elaborate the organizations, capital sources, stimulation mechanism and supporting policies of microfinance. The article, based on Shanxi reservoir case, discusses the factors that may affect the sustainable development of microfinance and thinks that this pattern should be improved through policy support.Firstly, this article analyzes poverty situation of China reservoir resettlers, especially financial reasons and concludes that financial suppression, financial support with low-efficiency and fund deficiency are important reasons for resettlers1 poverty; Next, to the exist questions and resettlers' characteristics, the article analyzes the market, organization and finance feasibility of microfinance for resettlers, designs the entire microfinance process from fund, organization and stimulation mechanism aspects, and also analyzes the interaction relations between microfinance economic utility and stakeholders; Thirdly, the article makes empirical analysis to microfinance case in Shanxi reservoir resettlement and summarized its experiences and lessons to provide beneficial references for microfinance designing in the operation; Finally, it analyzes the economic, policy and risk factors which may affect the sustainable development of microfinance in reservoir post-relocation support period and proposes several suggestions on policy support, supporting service, risk management, infrastructure investment and the human resources development.
