Taking into account the ongoing management and operation in Weifang municipal irrigational construction, this thesis systematically outlines the construction and operational modes of the domestic irrigation projects, inclusive of that of non-profitable and purely commercial irrigation projects as well as the comprehensive ones, learning from the modes of such foreign irrigational construction and operation as that of U. S., Australia, Japan and India. . Followed by an analysis on the current situations of Weifang municipal irrigational construction and operation, this thesis continues with probing the fund raising and operational mechanism in the non-profitable and comprehensive irrigation systems, suggesting a reform of investments and fund raising, project management and operation in addition to proposals on matching policy for national irrigation project management and operational mechanism.Currently, there exist drawbacks in the national irrigation projects that construction is stressed with management neglected and operational mechanism has not been perfected. Constrained by imperfect mechanism of investment and fund raising as well as national insufficient investments, a considerably large number of irrigation projects are suffering from slow development and relatively poor profits. Additionally, unreasonable operational mechanism is unable to add values to state-owned assets in the non-profitable irrigation system or in comprehensive ones. Removal of dangers and consolidation, annual renovation and protection of the irrigation projects can not be conducted due to lack of funds. The employees in the management are commonly not paid in full, evoking frequent turnovers that put irrigation industry in dilemma.The objective of this thesis is to probe management and operational mechanism in the non-profitable and comprehensive irrigation projects and propose the perfect policies in terms of management and operation by analyzing characteristics of management and operational mechanism in non-profitable and comprehensive irrigation projects and learning from management and operational mechanism of foreign irrigation. Additionally, a systematic reform of Weifang municipal comprehensive irrigations is suggested in this thesis.
