With the advent of knowledge-oriented economy and the increasingly severe market rivalry, the efficient utilization of the human resources, which is regarded as the tool to achieve competitive advantage for an enterprise, has been attached great importance to by more and more enterprise. The human resource management of an enterprise is an organic system. The performance management, playing an extremely important role, has been a basic and core subject in this system, and it also has been jointed properly with other modules in the human resources system. The performance evaluation is a critical chain and means of the performance management. The establishment of an efficient performance evaluation system has an extraordinarily important strategic meaning in the aspects of setting up scientific human resource management, recruiting & retaining the talents, developing his high-quality talent, realizing the advancement of employee performance and the improvement of an enterprise' s management and the enhancement of an enterprise' s competitive edge.In the recent years, the small-medium enterprises in China are gradually growing and continuously gaining competitive edge, and are playing a very import part in our economic life. As comparing the small-medium enterprises to large-scale enterprises, human recoursesmanagement has its own specialty. The mental, systematic and operational problems commonly exist in the performance evaluation. To counter the status quo of the small-medium WL Company, this paper is to make a design of employee performance evaluation system. The design gives prominence to the applicability, feasibility and maneuverability and it hopes that it could be used for reference when the small-medium enterprise carry out employee performance evaluation system, thereby enhance their competitive power and promote their sustainable development, accordingly remain invincible.This paper mainly employs the correlative theories, techniques and methods of performance evalustion, and take the methods as theoretic, authentic and comparative analysis, etc. to analyze the problems existing in the performance evaluation system of WL Company and suggest implementing new employee performance evaluation system. This paper is divided into four parts. The first part is about the basic theories of performance evaluation. It expatiate the concepts on performance, performance evaluation, performance management and the theories related to performance evaluation, .analyzes the relations between performance management and performance evaluation and introduces the composition of performance evaluation system. The second part introduces the basic information of WL Company, make diagnosis of the status quo its performance evaluation, and analyze the existing problems. The third part is about the design of WL Company' s employee performance evaluation system, including the train of thought and aim of employee performance evaluation system, work analysis, design of employee performance evaluation system and so on. The fourth part is to make an objective evaluation and conclusion of WL Company' s employee performance evaluation system, and point out what need to be improved.
