In recent years, China's urbanization process has speeded up accompanied by the rapid development of industrialization. However, while urbanization is nurturing the modern civilization it also caused a series of problems. It has proved that for the acceleration and the improvement of the quality of people's life we should solve the rational allocation of urban lands resources. In exploiting the urban land, market mechanism and government mechanism are interactive with each other. The author in this essay drew the conclusion through the analysis of related factors in perspective of systematic construction.This thesis is divided into four parts, the main content summary is as below: the first part defines the relevant concepts of the thesis, and introduces the general profiles of the in-use urban land, at the same time, compares the policy between our country and the western developed countries on the perspective of formulation of the policy and obtains the enlightenment. The second part brings out the disorder expansion r urban land-use; Storage quantity land is used in irrational ways. The city land utilization structure and the layout are not reasonable, the invisible market of the land sales is seriously disturbed the normal order of the market, and the mechanism of urban land price has its defects. We prove it with a massive data and icons. The third part analyses the causes of the problems and studies the problems mentioned in the second part, identifies the reasons for the deep-seated. The fourth part proposes a sound and better mechanism of urban land control measures. This proposal for the relevant city land control mechanism countermeasure is according to the causes that mentioned in the third part.
