Resource,Capability , Governence Structure And National Indusry Development

In times of economical globalization, Industry competence is the only thing thatcan assure. Therefore, the study of industry competence has a great theoreticalpractical significance .In this paper, we construct the basic concept and theory systemof it ,analyze its essence and basic property, and construct industry competence basedon organization competence evolution model which is used in the systematicalanalysis and empirical test of the 50-year history generation and evolution of industrycompetency. The study draw a conclusion that public governance is very important tothe development of industry competence and face big challengeindustry competence is based on far beyond organizational competence,including knowledge level and technology level.The organizational competence isrealized in the process of the enterprise development. The key point in the process isto fill the gap between commercial opportunities (to start an undertaking or a project)and present resources and knowledge. This process is realized through conformingresources and knowledge. From the long-term point of view, developing countriesshould pay more attention to knowledge industry competency in order to share morevalue proliferation from knowledge industrialization. The formation and evolution ofindustry competency is realized by constructing resource-competency-strategy(opportunity) interactive frame under certain governance structure however industrycompetence of knowledge level is embedded in the inner of organization, anddeveloped in the process of the growth of entrepreneurship-driven andinnovation-driven enterprise. The key point in the process is to fill the gap betweencommercial opportunities (to start an undertaking or a project) and present resourcesand knowledge. This process is realized through resources-integration andknowledge-integration. Except for, resources-integration and knowledge-integrationis solved by not only market and hierarchy mechanism but also social network, at thesame time, the relationship between enterprise management and public governanceshould be appropriately dealt with.As regards to resource-integration, it is advocated to construct policy systemwhich is beneficial to both tangible and intangible resource conformation, to unblockthe channel of resource conformation, to establish a multiple-leveled capital market,to develop modern materials circulation system, and to encourage communication ofpersonnel, knowledge and technology. As for knowledge-integration, it is argued that"fostering and enforcing the industry competency" should be the aim of constructingnational and regional innovation system. To deal with the micro-foundation ofmacro-industry development policy and transferring mechanism, a policy frameworkof industry development should be set up with "knowledge" as the administrative unitand the operating object.
