Study On Granting Land Space Position Method Of Annual Land Supply Plan

Land is a complex natural-economic complexes, and it is the most important and fundamental natural resources of the human society. It is the source to exist for mankind and it has the pivotal function to a country's sustainable economic and social development. With the rapid economic growth and urbanization in China, the demand to urban land is increasing continually. After the reform of urban land use system, the urban land is supplied under the double-track system;compensated transfer and free allocation coexist. The urban land supplies by the incremental land primarily. This intensifies the extension expansion of urban land use. Land for the waste and tension coexist, urban land supply lost of control. In order to solve this problem, many cities formulated and have appeared the urban land supply plan, to control the total quantity of supply land. After the recent year's research and practice, the academia thought there were some question existed in the land supply plan. The general one was the one-sided attention quantity forecast without the content of space position for the supply land, leading to actual supply process, often appeared ill-planned targets supply irregularities, to the detriment of its limited arable land resources protection.In view of this kind of phenomenon, the paper presented a "four-tier control" system to guide the research of space position methods for granting land, and added space layout aspects as perfecting for land supply plan.Obtained from the related content of definition, substance and task about the land use planning, urban planning, urban land urban land classification and evaluation, analyzed the relationship between them and the research of space position method for granting land. And above this foundation, the author presented a space position methods for granting land based on the achievement of land use planning, urban planning, urban land urban land classification and evaluation. In the concrete method, used the method of statistical analysis to obtain the quantity situation of available supply land, and used the MAPGIS software to establish a spatial database of available supply land;used the method of map superimposition to overlap the related maps, such as urban comprehensive planning map, commercial land grade and standard land price map, industry land grade and standard land price map, housing land grade and standard land price map;integrated the annual granting land quantity and the rules for choosing land, finally obtained the spatial distribution of the annual granting land.And in this foundation, took the Langfang urban district as the example, launched the demonstration research.
